In justifying its new teen safety system, Meta is leaning heavily on the idea of an “independent standard,” arguing that by modeling the feature on the PG-13 film rating, it is aligning Instagram with a concept that parents already know and trust.
The company explicitly stated it wanted to align its policies “with an independent standard that parents are familiar with.” This is a strategic communications move designed to demystify its complex content moderation rules and make them feel less arbitrary.
The appeal to familiarity is a powerful tool. For parents who feel overwhelmed by the fast-changing world of social media, the PG-13 concept offers a comforting and understandable reference point. It frames Instagram’s new controls not as another piece of confusing tech, but as an extension of the same guidance they use for movies.
This framing also serves to position the PG-13 rating—a standard developed and maintained by the film industry, not Meta—as an external validator of the company’s approach. It’s an attempt to borrow credibility from a decades-old system.
However, critics argue that the analogy is flawed. The challenges of moderating a live, user-generated content feed are vastly different from rating a finished film. While the standard may be familiar, its application is new and unproven, and they are demanding evidence that it works in this new context.
